Automotive lawyer Lev Voropaev told us who can fill up at the gas station without waiting in line. This was reported by Rossiyskaya Gazeta on July 16.
These are disabled people of groups I and II, children with disabilities and those who accompany them. The latter rule works if the child is actually in the car, Voropaev noted. Putting a "Disabled" sign on the glass is not enough. In order for the gas station operator to skip the car without waiting in line, it is necessary to present a certificate of medical and social expertise or a certificate.
Voropayev also named other preferential categories of citizens who have the right to refuel without waiting in line. These are participants of the Great Patriotic War, Heroes of the Soviet Union, Heroes of the Russian Federation, full cavaliers of the Order of Glory.
This right is enshrined in Presidential Decree No. 1157 of October 2, 1992 (as amended in 2021), the lawyer noted.
He added that the transport of emergency and operational services is served out of turn. But at the same time, there is no single norm at the federal level that directly speaks about this. In practice, priority is fixed through government agency contracts with gas station networks or through regional regulations.
The official representative of the Ministry of Internal Affairs of Russia, Irina Volk, announced on July 15 that regional divisions of the State Traffic Inspectorate of the Ministry of Internal Affairs of Russia would cancel resolutions on bringing drivers queuing at gas stations to administrative responsibility for violations of parking and stopping rules. We are talking about situations where motorists, while waiting for their turn to refuel, were forced to park their car on the side of the road or on the carriageway.
