On July 16, the Central Bank of the Russian Federation warned about a new fraudulent scheme in which intruders, disguised as law enforcement officers, intimidate citizens by "replacing accounts" to steal funds.
"They convince the victim to urgently update his "main account" at the Central Bank. To do this, the scammers require you to withdraw all the money from your accounts at an ATM, and then deposit it through another ATM using their banking details. Fraudsters explain the need to use ATMs by reliability: This way, none of the bank employees will make a mistake, and outsiders will not find out about this operation," the regulator said in a Telegram channel message.
The criminals promise a refund, but after transferring the money to fake accounts, they disappear. Experts emphasize that there are no "secure accounts" in the Central Bank, and real government officials do not ask citizens to make financial transactions through ATMs. The Central Bank recommends that upon receiving such messages, communication should be stopped immediately.
Peter Shcherbachenko, an associate professor at the Financial University under the Government of the Russian Federation, said on July 13 that fraudsters began using a deception scheme in which they pose as employees of management companies and convince citizens to install malicious mobile applications to pay for utilities.
