Deputies of the State Duma have prepared a draft law on the abolition of 28 administrative fines for violations that do not pose a serious public danger or can be verified through electronic databases. Dmitry Khrulev, Vice-president of the International Association of Mediators "The Power of Dialogue", told about this on July 16.

According to him, it is proposed to waive monetary penalties for the absence of a driver's license and a CTP policy, provided that the inspector has the opportunity to check the availability of documents in departmental registers. The document also provides for the cancellation of responsibility for the loss of a passport due to negligence and the residence of a citizen at an address without official registration.

"State information systems already contain information that previously a citizen was required to confirm with paper. If the state sees a person in its registers, the sanction for the lack of paper confirmation loses its meaning," Khrulev explained in an interview with the Prime agency.

The initiative also affects pedestrians and homeowners. It is proposed to cancel fines for crossing the roadway in the wrong place, passing along railway tracks, minor violations during the installation of state registration numbers, permissible tinting of windows and minor alterations of premises. In addition, the bill provides for the introduction of a single fine for violations of the rules in residential areas throughout the country.
