He stressed that Russia would consider the appearance of NATO troops in Ukraine as a direct threat, and called the country's neutral status a prerequisite for ending the conflict. The senator regarded the statement by German Chancellor Friedrich Merz about the possible exclusion of Moscow from the discussion of security guarantees as a rejection of a peaceful settlement.

Jabarov also criticized France's plans to transfer Rafale fighter jets, SCALP and Aster-30 missiles to Ukraine, as well as a license for their production.
