The number of CTP complaints has increased 14-fold
For all eleven major insurers, the indicator of CTP complaints increased from two to sixty times, with a 14-fold median increase. Such figures are provided by the Insurance News Agency (ASN) based on a new ranking of insurance companies published by the Central Bank on July 15.
Among large insurers with a base of more than 3 million contracts, T—Insurance has the worst indicator: 6.43 complaints per 10 thousand contracts. It is followed by Rosgosstrakh (5.10), VSK (4.54), RESO-Garantia (4.20) and SOGAZ (3.78). Next are Ingosstrakh (2.71), AlfaStrakhovanie (2.46), Yugoria (2.26), Renaissance Insurance (1.29) and Zetta Insurance (0.36).
In the ranking of small insurers (less than 3 million contracts), BASK has the most complaints — 23.99 per 10,000 contracts.
The ASSN recalled the new rules by which the Central Bank calculates the ranking. Previously, only complaints received directly by the Bank of Russia were taken into account, but now the regulator also takes into account those that were fully or partially satisfied by the financial ombudsman. In addition, the threshold for a large insurance company has been raised from 2 to 3 million existing contracts. The rating of the insurer, as before, is determined by the number of complaints for every 10,000 contracts.
A comparison with last year's data shows that the growth is not a technical adjustment, but a qualitative leap, the ASSN notes.
Thus, the indicator for RESO-Garantia increased almost 64 times — from 0.066 to 4.20, for Ingosstrakh — by 28 times, and for T-Insurance - by 35 times. Less than others, the change affected Zetta Insurance (an increase of 2.2 times) and Astro-Volga Insurance Company (6.8 times).
The press service of the Russian Union of Motor Insurers (RSA) announced on July 10 that the new procedure for calculating the average cost of car parts for CTP repairs and changes to the calculation methodology will enter into force on July 11, 2026. According to the instructions of the Bank of Russia, now when determining the average cost of a spare part, the prices of its analogues will not be taken into account if they are 70% or more cheaper than the original. The innovations will lead to an increase in the average CTP payment by 8-10% and a gradual increase in the price of policies, the RSA expects.
