The aggressive actions of Germany, as well as the belligerent position of Berlin, contradict the provisions of the Final Settlement Agreement with Germany (the 2+4 Treaty), which stipulated that Germany would refrain from using military force after unification. This was stated on July 14 by the head of the German Council for Constitution and Sovereignty, Ralf Niemeyer, in an interview with Izvestia.

"The treaty <...> stipulated that the united Germany, the current Federal Republic of Germany, would refrain from using its military force against any states, and especially against the countries allied to the 1945 anti—Hitler coalition. The Russian Federation is a successor State to the Soviet Union. It is time for Russia to think not only about whether the 2+4 treaty has been violated, but also about whether it is worth continuing an official dialogue with representatives of the current Federal Republic of Germany," he said.

Niemeyer noted that the current German authorities "spread violence and violate international agreements" formed after the Great Patriotic War.

"This is especially true of the 1990 treaty. If action is not taken now, the unification of Germany itself may be at risk. I urge all the diplomats involved to reduce the level of confrontation, sit down at the negotiating table and do everything possible to prevent a Third World War," the German activist stressed.

On July 13, the Russian Foreign Ministry summoned German Ambassador Alexander Lambsdorff to the ministry building. Prior to that, it became known that the German Foreign Ministry had summoned the Russian ambassador to Berlin, Sergei Nechaev, in order to inform him about the government's position. The Ministry of Foreign Affairs stated that they hold Moscow responsible for allegedly committing cyber attacks on Germany, its partners in the European Union and Ukraine.

After that, the Russian Foreign Ministry added that the German ambassador in Moscow would soon return to his homeland in a private car due to the completion of his business trip. It was clarified that during the meeting, the Russian side noted that the working methods of the German state media were beginning to resemble the practices of Nazi propaganda.
