Subsidies for the purchase of electric vehicles may be reduced in Russia

The Russian Ministry of Industry and Trade is discussing with the industry the possibility of reducing the amount of government-subsidized discounts on the purchase of electric vehicles and hybrids from 35% to 10%. Kommersant writes about this on July 14, citing sources in leasing companies and the automotive industry.

According to the newspaper, now when buying Russian NEV cars on credit or leasing, the state subsidizes up to 35% of the price, but not more than 925 thousand rubles. The Ministry of Industry and Trade is discussing the possibility of maintaining a 35% discount specifically on highly localized electric vehicles and hybrids.

Other models that are manufactured in Russia will be able to participate in the programs on basic terms — a discount of 10% depending on the category of the borrower or the type of vehicle. According to sources, the initiator of lowering the threshold was the manufacturer Evolute. The company believes that reducing the subsidy will allow more people to take advantage of the program, as current funding limits are rapidly being exhausted.

In 2026, the budget provides 20 billion rubles for the preferential car loan program, and 30 billion rubles for leasing. The decision, according to the newspaper, is likely to be made before the end of the year. For now, the programs continue to operate under the same conditions.

Sergey Tselikov, General Director of the Autostat analytical agency, announced on July 7 that 30,730 plug-in hybrids were sold in Russia in the first half of the year.
