About $1.74 billion of the 2025 fiscal year funds were transferred from Pentagon accounts designated for "maintenance and repair of existing military facilities," the publication says.

It is noted that the heads of the Pentagon's financial departments used financial instruments for internal transfers or "redistribution" of funds — in some cases without prior notification to Congress. As Bloomberg notes, it is unclear from the report whether the Pentagon lawfully used its financial powers or should have notified Congress in such cases.
