No more than 11 political parties will be included in the federal ballot for the State Duma elections in September 2026. This was announced on July 10 by the chairman of the Central Election Commission (CEC) of Russia, Ella Pamfilova.

According to her, political associations had the right to hold congresses to nominate candidates no later than July 11, 2026, but it is necessary to notify the commission of the intention to organize such an event at least two days in advance.

"That is, since we did not receive any more applications yesterday, that is, on the 9th, we will assume that these are the 11 parties that have emerged so far and are now actively participating in all events related to the upcoming campaign, that is, there will certainly not be more than 11 parties on the ballot <...>. I hope that all those who have applied will successfully pass all the stages," she said.

Representatives of the parliamentary five have already held their pre—election congresses: United Russia, the Communist Party of the Russian Federation, the Liberal Democratic Party, New People and Just Russia - Patriots — For Truth. They were joined by six non-parliamentary associations: the Greens, Rodina, Yabloko, the Party of Pensioners, the Party of Direct Democracy and the Communists of Russia. All 11 of these political forces have the right to register their candidates according to a simplified procedure without the need to collect signatures from voters.

Mikhail Mamonov, director of political Research at the VTsIOM Analytical Center, said on July 2 that about half of the Russians surveyed were aware of the upcoming September elections. Mamonov also noted that 56% of all respondents and 64% of respondents planning to vote have already decided on the party they intend to vote for.

On June 17, the Central Election Commission (CEC) approved the dates of voting in the State Duma. As a result, it will be held from September 18 to 20, 2026. It is expected that this time more than 1.6 thousand young Russians will be able to vote for the first time. Pamfilova said that her office is already taking all necessary measures to ensure their comfort. She also stressed that the CEC will do everything possible to provide residents of the new regions with the opportunity to participate in the vote.
