The State Duma adopted a law on the support of the Russian Post

At the plenary session, the State Duma approved in the second and third, final readings the law on the support of the Russian Post. It provides for the creation of an electronic postal system, the abolition of bank fees when accepting utility payments, and also establishes new rules for the use of subscriber mail cabinets. The relevant document has been published on the website of the State Duma bill database.

According to the law, Russian Post will create an electronic mail system designed to receive and deliver legally significant messages. Through the personal account on the Gosuslugi portal and regional portals, government agencies, local governments, state-owned companies and the Central Bank will send notifications, notices and demands to citizens and businesses. The message will be considered delivered if the addressee logs into his personal account within seven days from the date of its posting. If there is no technical possibility, it will be sent in paper form.

It is specified that electronic mailboxes will be created at Gosuslugi for legal entities and individual entrepreneurs. A monthly fee is provided for their use, the amount of which will be determined by the government of the Russian Federation. At the same time, government agencies are exempt from payment, and if payment is not received, access to the mailbox will be suspended.

The law also prohibits banks from charging fees when federal postal organizations accept payments for residential premises and utilities via electronic means of payment. Russian Post will be able to transfer some of its technological operations to other operators, companies, and individual entrepreneurs, except for the delivery and disbursement of pensions and benefits.

In addition, the adopted standards define the procedure for the use of subscriber mail cabinets in apartment buildings. Managing organizations, resource supply companies, Russian Post, as well as other telecom operators will be able to deliver to them if there is an appropriate decision of the owners' meeting. At the same time, the delivery of documents by other persons will be prohibited.

Most of the provisions of the law will come into force on March 1, 2027. The rules on the electronic postal system, delivery of payment documents through Gosuslugi and some other provisions will enter into force on September 1, 2027.
