The expert spoke about the need to review tariffs for the maintenance of houses
The rising cost of materials, services, and housing maintenance creates an imbalance between the costs of management companies and current tariffs for the maintenance of apartment buildings. Alexey Yatsenko, the founder and CEO of COMFORT Group Management Company, told Izvestia about this on July 10.
According to the expert, costs in the housing and communal services sector have increased significantly in recent years, but fees for the maintenance of common property in many homes remain unchanged. The decision on the amount of the tariff is made by the owners at a general meeting, while for its adjustment it is necessary to obtain the support of more than half of the owners of the premises.
"The law obliged the management company to maintain the house according to certain rules, but the municipal tariff is outdated or close to its indicators, which does not allow meeting the requirements of the legislation at the proper level," said Alexey Yatsenko.
He explained that the lack of regular indexation of tariffs can lead to a reduction in house maintenance costs, a decrease in the quality of work, a shortage of specialists and an increase in the number of emergencies. According to Yatsenko, the individual amount of housing maintenance fees should take into account the characteristics of each house: its structural characteristics, the level of landscaping, wear and tear, and the amount of necessary work.
The expert noted that one of the main problems remains the difficulty of holding general meetings of owners. Despite the existence of various mechanisms for informing residents and protecting settlements, in practice it is not always possible to agree on a tariff change.
Yatsenko warned that the accumulated effect of insufficient maintenance of engineering systems could lead to an increase in accidents over the next few years, especially in new homes, where operating costs are often underestimated.
"A massive revision of tariffs can trigger a chain of significant changes. For management companies that can reasonably justify the increase, this is an opportunity to move from a survival model to a sustainable development model," the expert emphasized.
On June 2, the leader of the Fair Russia party and the head of the Duma faction, Sergei Mironov, proposed amendments to the Housing Code of the Russian Federation so that residents of apartment buildings could pay for heating solely according to individual meter readings, regardless of the decisions of general meetings of owners and authorities of the constituent entities of the Russian Federation.
