Stimulating regulation can become one of the key factors in accelerating industrial development in Russia in 2026-2027, said Deputy Chairman of the Board of DOM Bank.Russian Federation Alexander Aksakov at the Innoprom exhibition in Yekaterinburg.

Speaking at the session "Financial Code of Industrial Growth", he said that the role of stimulating regulation is increasing against the background of the current economic situation. The high key rate, the regulator's cautious approach to returning inflation to 4% and the projected budget deficit in 2026-2028 mean that the selection of investment projects for financing with state support will be carried out according to stricter rules, Aksakov noted.

"The general registry for the country contains projects with a total value of several trillion rubles. At the same time, the potential of the program remains high: systemically important banks have the opportunity to provide additional financing for several trillion rubles without violating established capital standards," he added.

However, according to him, only projects with a large margin of safety will be able to count on receiving funds. "One of the important sources of this strength used to be subsidies, which the government used to equalize the economy of projects and make them attractive to investors and banks. Given the budget deficit in 2027, it is necessary to use such extra—budgetary incentives as incentive regulation," Aksakov said.

Stimulating regulation provides for the provision of regulatory preferences from the Bank of Russia to projects aimed at ensuring the country's technological sovereignty, structural adaptation of the economy and sustainable development. This mechanism makes it possible to reduce the burden on capital when crediting such projects, in some cases by half.
