In 2026, Russian pensioners can count on social security supplements up to the subsistence level, allowances for age, seniority and the presence of dependents. This was announced on July 5 by Yulia Finogenova, Professor of the Department of State and Municipal Finance at Plekhanov Russian University of Economics.
"If the total income of a non-working pensioner is below the subsistence level in the region, he is assigned a federal or regional supplement. In 2026, the federal living wage for a pensioner is 16,288 rubles. Such an additional payment is made automatically," Finogenova said in an interview with RIA Novosti.
The expert noted that pensioners are also entitled to payments for age and health status. After reaching the age of 80 or upon the establishment of disability group I, the fixed part of the insurance pension is doubled. This year, it amounts to 9,584.69 rubles, respectively, after recalculation, the amount increases to 19,169.38 rubles. This procedure is also performed automatically.
According to the professor, if there are disabled family members, the fixed payment increases by a third for each dependent (but not more than three people). To receive these funds, you must submit an application and supporting documents to the Social Fund of the Russian Federation.
Separate allowances are provided for work experience. Over 15 years of work in the Far North, the fixed part of the pension increases by 50%, and over 20 years in equivalent areas — by 30%. These charges are made automatically and are not canceled when you change your place of residence.
"Another measure of support — a monthly cash payment (EDV) — is received by disabled people, veterans, Chernobyl victims, Heroes of Russia and other beneficiaries. The amount of the payout depends on the recipient's category. Starting from February 2026, the cost of a set of social services is 1,825.25 rubles," Finogenova added.
The economist also recalled that participants in the Great Patriotic War annually receive a federal payment of 10,000 rubles by May 9, which increases on anniversaries.
Igor Balynin, an associate professor at the Financial University under the Government of the Russian Federation, reported on July 3 that residents of the Chukotka Autonomous Okrug receive the highest pension allowance, which is associated with the highest living wage in the region. The expert noted that in the Magadan region the surcharge was 12,840 rubles, in the Nenets Autonomous District — 11,212 rubles, and in Chukotka — 27,011 rubles. The highest living wage for a pensioner was recorded in the Chukotka Autonomous District — 42,511 rubles, in the Kamchatka Territory — 28,666 rubles, in the Magadan Region — 28,340 rubles, in the Nenets Autonomous District — 26,712 rubles.
