Families with two children have the opportunity to repay part of the paid income tax as part of a new form of government support. This was announced on July 5 by State Duma Deputy Valery Seleznev.
"Since June 1, 2026, applications for a new form of state support, the annual family tax payment, have been accepted in Russia. This measure allows working parents with two or more children to return a portion of the paid income tax. In fact, this is a tax cashback that reduces the real personal income tax rate for such families from 13% to 6%," Seleznev said in an interview with RIA Novosti.
The parliamentarian explained that the support mechanism involves the recalculation by the state of the tax already paid at a rate of 6%. As a result, the difference in the amount of 7% of their official annual income is returned to citizens.
Working parents, guardians, or carers who raise two or more children under the age of 18 (or under the age of 23 if they are in full-time education) are eligible for payment. Applicants must be Russian citizens, permanently reside in the country and pay personal income tax at a rate of 13% in 2025.
An additional condition, according to the deputy, is the income level: the average per capita income of a family should not exceed 1.5 of the subsistence minimum in the region. Applicants should also have no alimony arrears, and their property must meet the criteria set by the Government.
On June 29, the Social Fund of the Russian Federation reported that the average amount of a new family payment for working parents in Russia was 30 thousand rubles. It was clarified that in each case, the amount is determined individually and depends on the income from which personal income tax is calculated. The tax withheld at the standard rate of 13% or higher is recalculated at a preferential rate of 6%, and the difference is returned to the parent in the form of an annual payment.
