Regional authorities may relax the requirements for children to be outside in the summer, while the general rule sets out the obligation to be at home after 22:00, or to be accompanied by parents. This was announced on July 4 by Evgeny Masharov, a member of the commission of the Civic Chamber of the Russian Federation for public control and work with citizens' appeals.
"It's summer time, which means children are walking outside longer than usual. According to the Federal Law "On Basic Guarantees of Children's Rights in the Russian Federation", night time is defined as the period from 22:00 to 06:00 local time. I would like to note that the regional authorities have the right to mitigate these requirements," he explained in an interview with RIA Novosti.
Masharov clarified that in the Moscow region, minors under the age of 16 should not be on the street unaccompanied by their parents from 23:00 to 06:00 in the period from May 1 to August 31. Only parents or guardians can accompany a child in accordance with the Family Code of the Russian Federation.
On July 3, State Duma deputy Dmitry Svishchev announced that employers are required to establish shorter working hours for underage employees and sign employment contracts with them in a timely manner. The MP stressed that from the age of 14, young people can sign a contract to perform light labor with the written consent of one of their parents. As a rule, such a permit is not required from the age of 15, and from the age of 16, employment relations are formalized on a general basis, with the exception of prohibited types of work for minors.
