Tying up wards of orphanages with a neuropsychiatric profile is used everywhere, although it is prohibited (legal fixation of a person is possible only in a psychiatric hospital, but not in a boarding school, which is a social institution). This was stated in an interview with Izvestia by Anna Bitova, Chairman of the Board of the Center for Therapeutic Pedagogy "Special Childhood".
"After we discovered a very widespread practice of fixation of pupils in one children's institution, we asked our volunteer network in several regions to come to boarding schools at an untimely time and honestly say after that whether children are being tied up there or not. It turned out that it was fixed everywhere — there were no institutions where it would not be applied," she said.
Another thing is that, according to the expert, this is not always done with malicious intent. Unfortunately, staff often see this as the only way to cope with their students, given the large staff shortage. For example, when asked to explain why this is being done, the center was told in one of the boarding schools: one nurse stays at night, she has 40 or 50 children under her care. One of them wanted to go to the toilet, and she took him away, but she was afraid he would fall because he couldn't walk well, so she tied him to the toilet. I left for a while, checked on the others, and came back.
"I hope he wasn't there for long. But it turns out that the nurse wanted to do well. And it's unclear how to evaluate her actions, because there was no choice: you couldn't leave him alone in the toilet, or leave 40 other children unattended," the source said.
