The State Duma rejected a bill to raise the limit on CTP payments
At the plenary session on June 24, the State Duma rejected a bill that proposed to increase from 200,000 to 300,000 rubles the amount of insurance compensation for CTP in the event of an accident under the European protocol (without police officers), without recording and transmitting data about such an incident to the automated compulsory insurance information system. The bill is posted on the website of the lower house of Parliament.
In June last year, a law was passed to increase the CTP payment limit from 100,000 to 200,000 when applying for a European protocol. As the authors of the bill noted in the explanatory note, this time limit reflected the average cost of car repairs at the time of the adoption of the relevant law, however, the projected increase in car prices "as a result of the new methodology for calculating recycling will lead, in turn, to a significant increase in the cost of car parts and repairs."
As a result, according to deputies, in the event of an accident, repairs of even minor damage may exceed the current limit, which will force victims to contact the State Traffic Inspectorate. This will increase the burden on the police and lead to traffic congestion. In addition, since the Euro protocol is issued in more than 40% of accidents, an insufficient limit due to rising prices may reduce its use, they pointed out.
"Given the significant increase in car prices caused by the change in the methodology for calculating the recycling fee and the annual indexation of its amount, the current limit on payments under the European protocol ceases to correspond to the real level of damage in an accident. Increasing the limit to 300 thousand rubles will help maintain the effectiveness of the simplified procedure for registration of road accidents and protect the interests of citizens," the explanatory note says.
As Sergey Yefremov, vice-president of the All-Russian Union of Insurers (VSS), said on May 27, in the future, the limit on CTP payments in Russia should not be increased, but completely abolished, so that compulsory insurance fully covers damage from an accident. He drew attention to the fact that in most insurance cases in the Russian Federation, damage to vehicles is above the established payment thresholds.
