The RSA has compiled the top regions with the highest legal costs for CTP

The maximum share of court costs for CTP is fixed in Primorsky Krai, where for every ruble of insurance payment in court there are 3.42 rubles of fines, penalties and penalties. This was announced on June 23 in the Telegram channel by the press service of the Russian Union of Motor Insurers (RSA).

The Novosibirsk region came in second place with 3.2 rubles in fines, penalties and penalties for each ruble of insurance payment. The Republic of Mari El took the third position — 3.08 rubles. Next in the ranking are the Altai Territory, the Samara Region, the Republics of Mordovia, the Tambov, Rostov and Tomsk regions, the Republics of Adygea and North Ossetia-Alania, as well as the Amur Region. The data is for the period from April 1, 2025 to March 31, 2026.

At the same time, on average in Russia, 1.97 rubles of overhead court costs accounted for every ruble of insurance payment made by court. Compared to the same period last year, the indicator decreased from 2.08 to 1.97 rubles.

As noted by the head of the RSA Evgeny Ufimtsev, the decrease in the indicator for the Russian Federation indicates a positive trend in the fight against the problem of unscrupulous "auto lawyers" abusing the rights of victims. However, more than half of the country's regions have an indicator where for every ruble of insurance payment there were more than 2 rubles in fines and penalties.

"This means that the amount of legal costs is almost twice the amount of insurance compensation, and this profit is received not by car owners to repair their cars, but by unscrupulous intermediaries who abuse the right of victims, since the right of claim was transferred under an assignment agreement, but car lawyers act in court by proxy from the policyholder in order to avoid taxes. Therefore, the tax (13% personal income tax) on fines and penalties will be collected by the tax inspectorate from the policyholder who issued the power of attorney to represent interests, and not from the car lawyer, the recipient of the money is the injured driver," Ufimtsev explained.

The day before, it was reported that since June 22, new territorial coefficients for CTP began to operate in the Novosibirsk region. The Central Bank of Russia has revised down the coefficient values in this region after the regional authorities intensified their fight against insurance fraud.
