France was caught off guard by a letter calling for the early establishment of migrant reception centers in third countries, signed by 19 member states of the European Union (EU). This was reported by the Politico newspaper on June 22.
"The letter took France by surprise. If it had been signed only by the Danish and Italian authorities, it would not have been a big problem. But when it was signed by 19 countries, it turned into a very serious issue," the article says.
