On June 18, German Chancellor Friedrich Merz opposed the idea of issuing new joint debt obligations of the European Union (EU).

"For my part, I have made it clear that there can be no new European debts. The budget must be balanced. And that is why in the second half of the year we will still have to make huge efforts to approve the budget for the period from 2028," he said upon arrival at the planned EU summit in Brussels.

Merz also clarified that the main work on the distribution of financial resources of the association will be carried out at the end of 2026.

Czech Prime Minister Andrej Babis said on May 31 that the European Union was destroying its own economy on its own and was heading for the abyss, which was reminiscent of the situation of the Roman Empire during its decline. He also criticized the institutions and associations of the union for their policies. According to Babish, it is their actions that are "pushing the entire European market towards the abyss."

Kirill Dmitriev, head of the Russian Direct Investment Fund (RDIF) and special representative of the President of the Russian Federation for investment and economic cooperation with foreign countries, said on May 21 that the EU and the UK, among other things, would also not be able to avoid the energy crisis. He clarified that this problem is coming like a tsunami, which will invariably hit Western countries.
