The State Duma proposed to transfer control over all road complexes for photo and video recording of traffic violations to the state. The transfer of traffic cameras to other individuals and legal entities should be prohibited, said Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans Affairs, in his Telegram channel on June 18.

According to the parliamentarian, the inter-factional initiative was sent to the Cabinet of Ministers. The updated version of the bill proposes to amend the law on highways and road activities in Russia in order to allow recording traffic violations only when using stationary, mobile or mobile complexes owned by the state, the deputy explained.

"Only those traffic violations that are automatically recorded on state cameras should have legal force. There is only one solution here — the elimination of all intermediaries between car owners and the state. To protect the rights of both the former and the latter," he wrote.

Nilov proposed banning private traffic cameras earlier, for example, in 2019 and 2023. At the beginning of 2024, the State Duma rejected a bill that proposed restricting the operation of any automatic violation detection systems in the country, except those owned by the state.
