The government is launching and continuing several programs, including housing certificates, preferential rentals, and family mortgage reform, which are designed to ease the housing issue. This was stated by State Duma deputy Chairman of the LDPR Committee on Budget and Taxes Kaplan Panes on Wednesday, June 17.

"In 2026, the government allocated over 10 billion rubles for housing certificates. Military personnel, employees of the Ministry of Internal Affairs and the Ministry of Emergency Situations, internally displaced persons, Chernobyl victims, as well as citizens moving from Baikonur, regions of the Far North, and closed administrative-territorial formations have the right to them," Panesh said in an interview with Lenta.Ru .

The deputy noted that since January 1 of this year, the affordable rental housing program, which previously operated in the Far East, has been extended to the mainstay settlements of the Arctic zone. Apartments are rented there for about a third of the market value, and the rest is subsidized from the budget. He specified that 3.4 billion rubles are provided for these purposes in the Far East in 2026-2028.

According to the parliamentarian, from July 1, 2026, it is planned to differentiate the family mortgage rate in accordance with the number of children. For families with one child, it can grow to 10-12%, with two children it can remain at 6%, and for large families it can decrease to 4%. The Ministry of Finance and the Ministry of Construction must submit proposals by July 1, the deputy added.

Earlier, on June 16, Deputy Finance Minister Ivan Chebeskov told Izvestia that the Ministry of Finance intends to reduce the share of state programs in mortgages to 25-30%, reports NSN. According to him, the share of government programs in mortgage loans in the primary market at the beginning of the year was about 90%.

The agency would like to see a higher level of housing loans at market rates, since excessive dependence on subsidies distorts the structure of the market. The Deputy Finance Minister noted that the share of state programs should eventually drop to the target level of 25-30%. The indicator may decrease to such a level by 2030, writes "Moscow 24".

In turn, Sergey Tolkachev, a professor at the Financial University under the Government of the Russian Federation, told RIAMO that reducing the share of preferential mortgage programs would lead to higher mortgage rates on the market, as banks would have to compensate for the lack of government subsidies, but in the long run, this could contribute to the normalization of the real estate market.
