Deputies of the State Duma (State Duma) have submitted to the House of Parliament a bill aimed at optimizing advertisements in advertising, amendments are being made to the federal law "On Advertising". This follows from a document published on June 16 on the website of the Legislative Support System.

"The draft law suggests that if it is a question of selling goods remotely via the Internet, indicate all the necessary information about the advertiser on the information resource (website, website page) on which the advertised product is sold. This will allow the consumer to obtain the necessary information when ordering goods, having the opportunity, if necessary, to file a claim with the advertiser and protect their rights," the explanatory note to the draft says.

It is noted that the amendments relate to the advertising of goods with a remote method of sale, advertising contests, promotions and other events, as well as advertising based on the risk of games and betting. According to the authors, currently the legislation obliges advertisers to place a significant amount of mandatory information directly in advertisements in the disclaimer, which often occupy a significant part of the advertising space or airtime. In addition, consumers do not always have time to perceive the information.

The bill proposes to change the way mandatory information is provided to citizens. The authors propose an initiative to replace long text blocks with a link to an official Internet resource, where all the necessary information will be posted in full. In that case, when selling goods remotely, information about the seller can be posted on the website itself, where the products are sold. In addition, advertising of promotional events is suggested to indicate the source of information about the organizer and the conditions of the events.

"Today, most citizens get acquainted with detailed information about goods, services, promotions and contests on the websites of companies and organizers. We are not reducing the amount of mandatory information for consumers, but changing the format of its provision. The bill makes it possible to reduce information noise while maintaining all guarantees of transparency and responsibility for advertisers," Anton Nemkin, co—author of the draft, member of the State Duma Committee on Information Policy, federal coordinator of the Digital Russia project of the United Russia party, told RIA Novosti.

Russian President Vladimir Putin said on June 2 that there is still an excessive amount of advertising in Latin letters in the country, while the use of foreign letters is not always justified. Putin stressed that world-class companies can keep their brands, but the authorities and businesses need to think about how to make their use "digestible on Russian territory."
