According to verified data available to Izvestia, on May 25, the Nikulinsky District Court of Moscow granted the claim of the Russian Prosecutor General's Office against former First Deputy Minister of Defense Ruslan Tsalikov on the conversion of property received from sources not provided for by law to the state income.
The assets of the Sandora company were transferred to the state revenue, including funds in the amount of 3 billion rubles placed in a bank account, land and industrial premises in the Republic of North Ossetia – Alania and in the Stavropol Territory, equipment, cars with a total value of 471 million rubles, and 370 million rubles in the account of the nominal head. this company of T. The treasury also received 11 commercial premises in Moscow, estimated at 271 million rubles, 195 million rubles placed in bank accounts, illegal income from renting and selling real estate, commercial organizations Tectum and Dominus Zed, issued to controlled entities, in the amount of 534 million rubles.
In addition, five land plots, 18 real estate objects in the villages of Razdory and Shulgino of the Odintsovo City District of the Moscow region and in Moscow, as well as six vehicles registered to Tsalikov and persons controlled by him, were transferred to state ownership.
The court decision is subject to immediate execution.
In addition, the Prosecutor General's Office oversees the investigation of four criminal cases by the GSU of the Investigative Committee of Russia and the Board of the Ministry of Internal Affairs of Russia on charges of Tsalikov and others of creating a criminal community and participating in it, embezzling 6.6 billion rubles of budget funds, receiving large-scale bribes and money laundering.
At the request of the investigation, the court seized all of Tsalikov's listed property, as well as wristwatches seized during searches, money in bank accounts, two houses in Vladikavkaz and an apartment in Moscow, cars registered to Tsalikov's relatives and other persons controlled by him.
Tsalikov was removed from his post by Russian President Vladimir Putin back in June 2024. Leonid Gornin, who previously served as first deputy finance minister, was appointed to replace him in the same month.
On March 5, 2026, Svetlana Petrenko, the official representative of the Investigative Committee of the Russian Federation, announced the initiation of a criminal case against the former First Deputy Minister of Defense of the Russian Federation. It was noted that in the period from 2017 to 2024, he created a criminal community, whose members committed embezzlement of budget funds, laundered money and received bribes.
A source familiar with the situation told Izvestia on March 10 that Tsalikov had been placed under house arrest due to health problems caused by detention in a pre-trial detention center.
