Heroes of the Soviet Union and the Russian Federation, as well as full holders of the Order of Glory and citizens belonging to equivalent categories are entitled to one hundred percent compensation for housing and communal services (utilities). This was announced on June 16 by Alexander Aksenenko, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services.

"Today, Heroes of the Soviet Union, Heroes of the Russian Federation, full cavaliers of the Order of Glory, as well as a number of equivalent categories of citizens are entitled to one hundred percent compensation for housing and utilities at the federal level. <...> Certain categories of citizens may receive full compensation for utility costs due to special provisions of federal legislation or regional solutions," he said in an interview with RIA Novosti.

In addition, according to Aksyonenko, partial compensation for similar expenses and subsidies are provided for most other privileged categories — veterans, the disabled, large families and pensioners.

Alexander Yakubovsky, a member of the State Duma Committee on Construction and Housing and Communal Services, said on June 3 that residents who made a mistake when paying for utilities should apply to the organization issuing the payment document with a check or bank receipt attached. If an overpayment is made, a citizen may request that funds be set off against future payments or that the money be refunded.
