FAS revealed violations in tariffs for heat and water in 65 regions of Russia
The Federal Antimonopoly Service (FAS) has checked tariffs for heat and water supply in 84 regions of Russia and found violations in 65 of them. This was announced on June 15 on the official website of the department.
"801 tariff decisions have been identified in 65 regions of the Russian Federation, which were made with violations regarding the transfer of state property for regulated activities and without bidding," the text of the statement says.
It is noted that the companies that received state property did not invest in modernization, which could lead to deterioration of infrastructure and a decrease in the quality of housing and communal services provided. The Federal Antimonopoly Service has ordered the elimination of property management violations by January 1, 2027, and regional authorities are forming appropriate schedules.
The audit also revealed 4 billion rubles of economically unjustified funds included in the tariffs. The Federal Antimonopoly Service demanded that this money be allocated to programs for the renovation and modernization of housing and communal services facilities by October 1, 2026. If the regulations are not met, the funds will be excluded from the tariffs in order to prevent their misuse.
Vladimir Koshelev, first deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, said on May 19 that after planned hot water shutdowns, the bill for housing and communal services should be at least a third lower. It was noted that during the planned outages for two weeks, the recalculation will already be included in the tariff and calculated automatically.
