Process optimization has increased the efficiency of the state apparatus

100% executive discipline has been achieved in the Government Staff by increasing the speed of document processing and optimizing internal processes in a comprehensive manner. This result was the result of the implementation of document management optimization approaches implemented under the leadership of Dmitry Grigorenko, Deputy Prime Minister and Chief of Staff of the Government of the Russian Federation. This was discussed at the expert session "How to implement process optimization in public authorities" at the St. Petersburg International Economic Forum. Alexander Buryak, Director of the Consolidated Analytical Department of the government, took part in it.

Since 2026, the federal executive authorities, taking into account the experience of the Government Apparatus, have launched system optimization in 11 key areas — from the preparation and publication of draft regulatory legal acts to logistical and social support. Optimization work is carried out in 50 executive authorities.

As a result of the project, significant indicators have been achieved. Thus, in one of the ministries, the registration of duplicate paper correspondence has been reduced by 50%, the volume of paper document flow has been reduced by 86%, and internal document flow by 81%.

The expert session, supported by the Analytical Center under the Government of the Russian Federation and the Higher School of Economics, was devoted to improving the efficiency of public administration and introducing tools to optimize work processes while maintaining high quality of public services, including in the regions of Russia. The participants discussed modern approaches to management, the introduction of measurable performance indicators and practices to improve the effectiveness of government authorities.

In particular, Alexander Buryak, Director of the Consolidated Analytical Department of the Government, presented the mechanisms of system optimization. According to him, today the state authorities are faced with the task of removing unnecessary work. To do this, 4 universal metrics were introduced in the Government Office and 50 FIVS: redundant documents, paper documents, manual data entry (clicks), and unnecessary approvals.

Roman Artyukhin, Head of the Federal Treasury, spoke about the digital transparency of budget data. Due to the concentration of budget functions in the contour of one department, it was possible to avoid additional financial costs for IT systems without increasing the staffing.

Irina Gekht, Governor of the Nenets Autonomous Okrug, spoke about optimizing processes in the remote and most sparsely populated region of Russia, which, despite its territorial features, maintains the availability of public services at a high level, including through the creation of remote offices of the MFC. The speaker noted that optimization, together with the development of communications, is a tool for improving people's quality of life and accessibility of public services in the region.

The governor of the Jewish Autonomous Region, Maria Kostyuk, linked the effectiveness of public administration with economic growth. By building a feedback system from scratch, the region achieved a 4.4% increase in GRP and a more than 6% increase in industrial production. The head of the region placed special emphasis on the human factor: in subjects with a small number of teams, it is especially important to instill in employees a culture of change, without which system optimization is impossible.

Denis Tyupyshev, Deputy Minister of Economic Development of the Russian Federation, confirmed the need to continue optimizing public services.

In turn, Roman Chekushov, State Secretary and Deputy Minister of Industry and Trade, outlined the growth zone.: difficulties in interagency cooperation. Due to the fragmentation of information systems, the approval process remains difficult. The speaker called on his colleagues to create a "seamless" digital circuit between the ministries.
