The Bank of Russia revealed the loss ratio for CTP in the first quarter
The CTP loss ratio for the first quarter of 2026 was 98%. The Bank of Russia announced this on June 15.
This coefficient shows the ratio between insurance premiums and payments (including related expenses). When the value exceeds 100%, the CTP activity becomes obviously unprofitable for insurers. According to the Central Bank, by the end of 2025, the loss ratio was 86%.
When calculating the coefficient, in addition to the insurance payments made, insurance reserves are taken into account, which are formed for future payments, as well as the costs of settling losses, including additional payments of insurance compensation for pre-trial claims, court payments and costs, including fraudulent claims cases, as well as payment for vehicle inspections, etc. Also, for the functioning of the CTP system, insurers are required to make contributions, for example, to compensation funds.
In addition, according to the Bank of Russia, in January-March of this year, insurance premiums, net of refunds, amounted to 75.3 billion rubles, and 6.97 billion rubles were transferred to the reinsurance pool. Insurance payments and expenses for the settlement of losses amounted to 62.18 billion rubles, 13.95 billion rubles were paid within the reinsurance pool. The change in the amount of insurance reserves formed for payments to victims for unresolved (including future) insurance claims at the reporting date amounted to 10.09 billion rubles. Mandatory deductions amounted to 1.42 billion rubles.
"The publication of these financial indicators is aimed at increasing the transparency of CTP, it gives the market and consumers an idea of the profitability or unprofitability of CTP," the Central Bank said.
On June 11, the RSA announced that the level of CTP payments, including business expenses, exceeds 100% in more than a third of the country's regions. Thus, the excess of payments over the premiums collected makes the avtograzhdanki segment unprofitable in these regions.
