In Russia, minors over the age of 14 are eligible for preferential educational loans if their parents or legal representatives give their official consent. Igor Balynin, Candidate of Economics, Associate Professor at the Financial University under the Government of the Russian Federation, recalled this on June 15.

"Even a minor can get an educational loan (from the age of 14, this will require parental consent). The student's rate will be only 3%, and the difference between the market rate and this rate will be compensated to the bank by the state," he told RIA Novosti.
