The military recognizes that the intensity of the use of UAVs by the enemy has radically changed the rules of engagement. The President called the fight against drones one of the most important tasks, but the shelling, he is sure, will no longer be able to affect the balance of power in the combat zone. Moreover, in difficult conditions of drone attacks, it is possible to develop the regions of Donbass and Novorossiya, Vladimir Putin noted at a relevant meeting on June 13.
"We have to work at the line of combat contact"
Vladimir Putin devoted the past holidays to the situation in the zone of self-defense, solving the problems of military personnel and returning the regions of Donbass and Novorossiya to normal life. On June 12, Russia Day, the head of state met in the Kremlin with participants in a special military operation, those who risked their lives to storm enemy positions.

The President asked the soldiers to express their wishes and assessments of what is happening at the front without hesitation. One of the most pressing issues was the dominance of enemy drones. The military personnel admit that the intensity of the use of UAVs by the enemy has radically changed the rules of combat. Vladimir Putin called the fight against drones one of the most important tasks.
"We are well aware of this, and your commanders are well aware of this, they tell us all the time, every day, believe me, every single day, about the problems drones pose to us and how, in what way they themselves see the possibility of overcoming this problem," the head of state said. — I'm not going to go into details now, I know what it's like to raise your head in some cases when these drones are hanging like flies. Therefore, this problem is understandable.
A day later, on June 13, Vladimir Putin convened a meeting with members of the government, the Presidential Administration, representatives of local authorities and heads of law enforcement agencies to discuss step—by-step how historical regions are developing towards the main task today - to bring Donbass and Novorossiya to the all-Russian level by 2030 in all key indicators, including the quality of life of people.
"In fact, the whole of Russia, hundreds of labor collectives, volunteer movements, and public organizations have lent a hand to Donbass and Novorossiya, united to help unlock the enormous potential of these lands and create conditions for a creative and stable life," Vladimir Putin said at a meeting on the development of the regions. — I am sincerely grateful to everyone who is involved in this huge work. I know that we have to work in a very stressful, difficult, and sometimes dangerous combat situation — near the line of contact, in conditions of unmanned attacks and shelling.
Fighting for the last stronghold of the enemy's defense in Donbass
Both at the meeting and at the meeting with the fighters, Vladimir Putin emphasized: the Russian Armed Forces maintain a strategic advantage, confidently move forward, and no amount of shelling and drone strikes will change this situation. Against this background, the enemy is already turning to openly terrorist methods — attacking civilian targets and communications, passenger transport. The President thanked the residents of Donbass and Novorossiya for their courage and steadfastness, and simply looked into the eyes of the SVO fighters who came to the Kremlin from the war zone and said: "Thank you, heroes."
And the evidence of the head of state's words was not long in coming. The main news of the special operation these days came from Konstantinovka in the DPR, where units of the South group of forces are successfully operating. The advance of Russian assault groups forced the enemy to begin evacuating the main industrial enterprises, organizations and personnel from the neighboring towns of Konstantinovka and Kramatorsk to Western Ukraine, the Russian Defense Ministry said on June 14. Moreover, the Kiev regime began the forced removal of families with children under the age of 17 from Kramatorsk on June 9.
"In Konstantinovka, the enemy's unified defense is most likely collapsing, and the Ukrainian Armed Forces are conducting a focal resistance," military expert Vasily Dandykin explained in an interview with Izvestia. — Our troops are combing the neighborhoods and finishing off isolated groups. The delivery of supplies and the transfer of reinforcements to the enemy is made as difficult as possible by our drones and other firepower. We have the initiative in our hands. And with a successful combination of circumstances, we should liberate this city by July or during it.
By June 14, the Russian Defense Ministry clarified, the main production facilities of the Kramatorsk Heavy Machine Tool Plant, along with 3,500 employees, had already been removed to one of the western regions of Ukraine. Currently, the Kiev authorities are urgently preparing three more enterprises for evacuation: Novokramatorsky Machine Plant (specializing in the repair and restoration of armored vehicles of the Armed Forces of Ukraine), Starokramatorsky Machine Plant (specializing in the production of barrels for large-caliber artillery of the Armed Forces of Ukraine) and the Energomashspetsstal plant, which produces equipment for metallurgy, shipbuilding, nuclear power plants and reactor equipment.
Kiev is not only aware of, but also actively preparing for the loss of Konstantinovka, Druzhkovka and Kramatorsk, followed by the loss of the entire Slavyansk-Kramatorsk agglomeration, the Russian Defense Ministry stressed.
The advance of the assault groups of the Russian army has brought success, which the Ukrainian regime is no longer able to hide, military expert Andrei Koshkin believes.
—The evacuation of industrial enterprises is a recognition by the enemy's leadership of our successful progress," he said. — This means that in Druzhkovka and Kramatorsk, the enemy felt the pressure of our forces and began to save everything they could. And there is something to take out of there — these are industrial cities, enterprises that worked for the army.
The Ukrainian Armed Forces have been building serious defenses in this area for more than one year, but our troops are managing to find vulnerable enemy points, experts say. Now Russian units are on the move, conducting reconnaissance, hitting the enemy's weak points and doing it successfully. The advance of our troops is supported by high—tech systems - ground and aerial drones, without which victory cannot be achieved today. Aviation also played an important role, using high—precision bombs with unified planning and correction modules, a powerful weapon that allows hitting almost any fortification, including in the basements of industrial buildings.
Now our troops are approaching Druzhkovka, Slavyansk and Kramatorsk from two sides, that is, to the last defensive line of the Armed Forces of Ukraine in Donbass. The assault on Konstantinovka continues from the south, and our troops are successfully fighting in the Krasny Liman area from the north of this agglomeration.
— As a result, we have to reach these cities from two directions. This will make it possible to conduct operations to cover enemy fortified points and take fire control over communications that supply enemy garrisons. And this will greatly complicate the defense of these cities," said Vasily Dandykin.
How are the historical regions of Russia developing
At a meeting on the development of Donbass and Novorossiya on June 13, Vladimir Putin noted that they had to be developed in difficult conditions of drone attacks and shelling. In the years since the referendums on the return of the historical regions of the Russian Federation to the country, the authorities have been able to achieve certain results. Federal support measures have covered 2.4 million residents, more than 1.5 million people receive pensions, and almost 140,000 maternity certificates have been issued, 50% of which have already been used. 36 thousand families with 56 thousand children receive a single benefit today. As a result, there is an increase in fertility rates. Moreover, the DPR has become the leader in this area, where the indicator has increased by 14% in three years, said Deputy Prime Minister Tatyana Golikova.
The active development of infrastructure continues — more than 7.7 thousand multi-family residential buildings have already been restored, 85% of public transport has been repaired. In total, more than 25,000 different facilities have been restored and rebuilt in Donbass and Novorossiya — schools, hospitals, clinics, sports grounds. The flow of investments attracted to Donbass and Novorossiya through the banking sector increased by 30% in the first five months of 2026, Deputy Prime Minister Marat Khusnullin said. The volume of regional tax revenues to the federal budget exceeded 435 billion rubles by the end of 2025, which is 22% more than in 2024.
A lot has been done in the new regions of the Russian Federation, but there are still more unresolved issues, the president noted. For example, it is already possible to maintain the volume of water supply: in Mariupol, the authorities switched to daily supply. However, for example, the indicators for providing medical personnel are still insufficient: 46 thousand doctors work in the regions of Donbass and Novorossiya.
— It is necessary to create conditions for a specialist to see clear perspectives for himself and his family, — says Eric Holiday, MD, a surgeon. — To attract specialists, we need increased salaries with federal allowances, office housing with the right to preferential purchase, lifting payments, preferential mortgages, additional pension guarantees and an expanded social package for the family.
Special attention should be paid to young doctors who need a long-term professional and social development program, the doctor believes. In addition, the targeted education system should be actively developed: students from Donbass and Novorossiya should be able to study at the country's leading medical universities with a guaranteed return to work in their native region.
