The International Monetary Fund has reached a preliminary agreement with Ukraine on the allocation of the next tranche of the loan program in the amount of about $ 700 million, despite the fact that Kiev has not fulfilled one of the stipulated conditions of the program. This was reported by Bloomberg on June 12.
"Despite Ukraine's repeated violations of the reform schedule, the IMF has agreed to continue allocating funds under the four—year loan program," the material says.
The agreement opens the way for Ukraine to receive the next tranche of about $700 million. The final decision must be approved by the fund's board of directors next month.
The unfulfilled condition was the bill on the expansion of taxation of foreign parcels. The document that the IMF expected to receive during the current revision of the program was not adopted by the Ukrainian parliament on time. It was assumed that parcels worth more than €45 would be subject to a value-added tax of 20% and other charges.
The Fund agreed to postpone the fulfillment of this commitment until July. Earlier, the IMF had already postponed the deadlines for the implementation of other measures provided for by the program of lending to Ukraine.
The Ukrainska Pravda newspaper reported in mid-May that IMF staff would visit Ukraine in the near future to assess progress in implementing economic reforms and expanding the tax base under the $8.1 billion loan agreement.
It was noted that Kiev should "expand the tax base and bring part of the shadow economy out of the shadows into the official sector." In addition, the IMF representative noted that the Ukrainian authorities should make more financial efforts to cover their needs, despite the large-scale package of financial assistance from outside.
