The Central Bank lowered the territorial coefficient for CTP in the Novosibirsk region
The Bank of Russia has issued an instruction to amend the territorial coefficients for calculating the cost of CTP policies in the Novosibirsk region. They will start operating on June 22, 2026, the All-Russian Union of Insurers reports on its Telegram channel on June 11. The regulator's instruction was registered by the Russian Ministry of Justice.
For Novosibirsk, the coefficient is reduced from 3.12 to 2.34, for Berdsk — from 2.48 to 1.86, for Iskitim — from 2.32 to 1.74. For other cities and towns of the region, it will decrease from 2 to 1.5.
The Central Bank revised the figures after the regional authorities strengthened measures to combat fraudulent and unfair actions in CTP. So, in four months of 2026, the law enforcement agencies of the Novosibirsk region initiated 217 criminal cases based on the statements of insurers.
In a statement, the Central Bank said that further decisions on adjusting the values of the territorial coefficient will be made taking into account the development of the situation with the loss of CTP and the effect of measures to combat unfair practices.
In April, it was reported that the average cost of CTP policies in the Republic of Ingushetia has increased 2.8 times since December, and 2.2 times in the Novosibirsk region. In the whole country, policies for novice drivers have risen in price by about 14%. This happened after the Central Bank expanded the tariff corridor for passenger cars by 15% in both directions and doubled the territorial coefficient for regions from the "red zone".
