"For working parents who raise two or more children and have low incomes per family member, the personal income tax is actually reduced to 6%. I consider this decision to be absolutely fair. It corresponds to the spirit and logic of our entire demographic and social policy," the head of state said, adding that about 1.5 million people have applied for personal income tax refunds over the past year.

He also noted that the state strictly fulfills all previously assumed social obligations, as well as introduces new support measures.

"If European leaders are concerned about gender issues and the protection of various sexual minorities, if they are annoyed by the sight of happy, enthusiastic, Russian-loving children, then we are doing everything right and true, promoting the right values. This is how we will continue to act," Putin concluded.

Putin noted that starting in 2022, a separate federal project is being implemented to overhaul existing and build new children's camps. He also added that over 5.75 million children in Russia this year will be able to spend the summer in a sanatorium or children's camp. In addition, an important task for the country is to increase the number of children who can relax in sanatoriums.

"At the expense of budgetary funds, 136 new facilities for children's recreation were repaired and 336 new facilities for children's recreation were built, including residential buildings, sports stadiums and halls, spaces for creativity and educational initiatives, medical offices and canteens. Thanks to this work, 160 thousand new places for recreation and interesting useful leisure have been created. Large—scale modernization of such infrastructure will continue," Putin said.
