The State Duma explained the role of reaction speed in the fight against cybercrime

When faced with digital fraudsters, promptness plays a crucial role — increasing the speed of response to cyber threats will prevent up to 80% of such crimes. Anton Gorelkin, deputy chairman of the State Duma Committee on Information Policy, shared this information with Izvestia on June 9.

"The amendments [to the Federal Law on Communications] provide for a mechanism for compensating citizens for funds stolen from them by fraudsters. <...> The victim files a statement to the police, takes a report on the initiation of a criminal case, discusses with the bank whether he has taken all measures so that his funds are not stolen," he said, commenting on the bill passed earlier in the day.

Gorelkin explained that the amendments provide for the appearance of a special button on the Gosuslugi portal. After clicking it, the Anti—fraud state system will receive a signal that will oblige banks to "freeze" a citizen's cards, and telephone operators to block a call from fraudsters. The signal will also be sent to law enforcement agencies, which will be able to respond faster to the threat.

If it is proved that the bank has not taken any measures, it will be obliged to compensate the customer for the damage — the same applies to mobile operators. It is specified that otherwise the citizen will be able to file a lawsuit in court.

The attackers are attracted by the high financial potential of this area.

Earlier in the day, State Duma deputies at a plenary session adopted in the second and third readings a bill that would require banks to take additional measures to protect themselves from fraud and, in criminal cases, compensate for funds lost by customers if the bank fails to fulfill these obligations. It was noted that this measure is included in the second package of measures to combat cyberbullying.

On the same day, the State Duma ordered telecom operators to block numbers used for illegal activities. The law provides for the obligation of operators to label foreign calls, as well as the ability of citizens to establish a self-lock on their receipt.
