The law passed by the State Duma, which allows Russian regions to ban the sale of vapes and liquids on their territory, has become a serious step in the fight against electronic smoking devices. Yaroslav Nilov, head of the State Duma Committee on Labor, Social Policy and Veterans' Affairs, told Izvestia on June 9.

"The parent community is sounding the alarm. Unfortunately, there are a lot of cases when vapes explode, injuring the oral cavity. And in general, vaping is, consider the entire periodic table just to inhale into yourself, it is to inflict a blow to your health at your own expense," he stressed.

Nilov added that vaping manufacturers are actively using all sorts of tricks to attract users: you can insert a SIM card into some devices, and some play animations and become an analogue of an "interlocutor" for a smoker. He stressed that vapes are harmful on a par with cigarettes, but they do not leave traces, which creates additional risks.

"Parents sometimes can't understand that a child is almost coming from kindergarten, and he has a vape in his pocket and he's already tried it," explained Nilov.

Nilov stressed that parents will support the initiative to ban vaping and support the regions in the fight against e-cigarettes. He noted that smoking is harmful in any case, but it cannot be said that vaping is less harmful. According to him, approximately 60 countries have imposed restrictions, including arrest. Nilov added that a serious step has been taken today and it is necessary to praise those regions that will begin to implement the ban. He clarified that the main goal is to ban vaping throughout the country.

The relevant law was unanimously adopted by the State Duma on June 9. The experimental regime will be in effect for five years — from March 1, 2027 to March 1, 2032. In the subjects where measures will not be introduced, the general regulation will remain. Also, starting from October 1, 2026, mandatory licensing of retail and wholesale sales of tobacco and nicotine-containing products will be introduced. Criminal liability will be imposed for trafficking such products without a license on a large and especially large scale. The law was adopted unanimously on the basis of appeals from citizens.
