The State Duma adopted a law on allowing people to ride ATVs with "passenger" rights

At the plenary session on June 9, the State Duma adopted in the second and third readings a bill according to which drivers with category "B" certificates will be allowed to drive buggies and all-terrain vehicles, which can now only be driven by holders of a tractor driver's license. The document is posted on the website of the lower house of Parliament.

According to the document, the right to drive self-propelled vehicles of category "AII" (buggies, all-terrain vehicles and others), in addition to the tractor driver's license, will also be confirmed by a driver's license for the right to drive vehicles of category "B", "C" or "D".

This rule will work exclusively in the case of "using a self-propelled vehicle on the basis of a lease (rental) agreement or other paid agreement providing for the temporary transfer of a self-propelled vehicle to a citizen, provided that the person who provided it conducts instruction on how to operate such a self-propelled vehicle and ensure its safe operation."

Currently, in accordance with the rules of admission to driving self-propelled vehicles and issuing certificates of tractor driver (tractor driver), persons over the age of 19 are allowed to take exams for driving self-propelled vehicles of category "AII". This requirement will be retained — the right to drive category AII vehicles (buggies, all-terrain vehicles and others weighing no more than 3.5 tons) with a category "B" driver's license will arise only for persons over the age of 19.

Amendments are being made to the federal laws "On Self-propelled vehicles and other types of equipment" and "On Road Safety". The bill is intended to develop tourism industries such as snowmobile, all-terrain and off-road tourism.

"Given today's management admission requirements, citizens who are interested in active tourism and who want to explore the natural attractions of Russia, in most cases operate their off—road vehicles without proper documents and are limited in their ability to legally engage in such types of tourism," the explanatory note says.

Earlier that day, it was reported that the State Duma proposed to cancel fines for drivers who forgot their driver's license, vehicle registration certificate (CTC) or CTP policy, if the availability of these valid documents from the motorist can be confirmed using electronic databases.
