At a meeting of the National Anti-Terrorism Committee (NAC) on June 9, additional measures were developed to neutralize modern terrorist threats in the Northwestern Federal District (NWFD). The decision was made against the background of an increase in the number of terrorist crimes and the number of terrorist attacks. All the details are in the Izvestia article.
Counter-terrorism measures
Alexander Bortnikov, Chairman of the NAC and Director of the FSB of Russia, said at the opening of the meeting that Kiev was seeking to inflict maximum damage to Russia's economy and defense by increasing the number of sabotage and terrorist attacks on fuel, energy and transport facilities, especially marine infrastructure.
"The meeting developed additional measures aimed at further improving the system for countering terrorist threats in the Northwestern Federal District, taking into account the severity of the current operational and socio-political situation," the NAC said in a release.
According to Bortnikov, the current operational situation in the Northwestern Federal District requires a review of approaches to ensuring the anti-terrorist security of facilities. It is noted that anti-terrorist commissions need to use all opportunities to improve the quality of educational work in schools and universities.
Growth of terrorist crimes in the Northwestern Federal District
During the meeting, Bortnikov drew attention to the fact that since 2023, the number of terrorist crimes in the Northwestern Federal District has more than tripled.
"Since 2023, the number of terrorist crimes in the district has more than tripled... The recruitment activity of the Ukrainian special services, nationalist and neo—Nazi organizations is also not decreasing," he said.
Bortnikov added that young people are primarily at risk of recruitment. Kiev attracts them to sabotage, collecting information about the location of military facilities, the personnel of the Russian army and its equipment.
Preventing terrorist attacks
On May 22, the FSB's Public Relations Center reported that since the beginning of 2026, department employees have prevented 101 terrorist crimes in Russia, 78 of them terrorist attacks. The special service also recalled that representatives of Ukraine do not reduce their activity when recruiting in the Telegram and WhatsApp messengers (owned by Meta, whose activities are recognized as extremist and banned in the Russian Federation).
Later, on May 26, Bortnikov warned that threats to the CIS countries were intensifying in several directions at once, including international terrorism, instability in the Middle East and the intensification of foreign intelligence services. The head of the FSB paid special attention to the activities of the ISIS affiliate group (IG, recognized as a terrorist organization in the Russian Federation, activity is prohibited) "Vilayat Khorasan", which, according to him, actively recruits supporters among migrant workers.
