The State Duma forbade to terminate the contract with the operator within 90 days after the conclusion

State Duma deputies adopted in the second and third readings a bill that prohibits termination of a contract with a telecom operator within 90 days of receiving a SIM card. The June 9 meeting is broadcast on the official website of the State Duma.

"The scammers used cheap contracts in their schemes, and then quickly reissued them. Now it will be possible to terminate the contract only after 90 days from the moment when the client was allocated a phone number," explained Igor Igoshin, first deputy chairman of the State Duma Committee for Protection of Competition, quoted by TASS.

The initiative is part of the second package of measures to counter cyberbullying. Igoshin also noted that subscribers will be able to leave a request for termination of the contract before the deadline, but in this case the operator is obliged to terminate the services and stop charging fees, but the number cannot be reissued to another subscriber before the expiration of 90 days.

Anton Nemkin, a member of the State Duma Committee on Information Policy and federal coordinator of the Digital Russia project of the United Russia Party, said on May 1 that the most common fraud schemes had been identified in the State Duma. These included calls about a "secure account," investment scams, and fake online sales.

In February, Senator Artem Sheikin, Deputy Chairman of the Council for the Development of the Digital Economy at the Federation Council, noted that the Russian Federation had begun preparing proposals for the third package of anti-fraud bills. The inclusion of new measures to combat deepfakes in this package will be one of the most important steps to protect citizens from digital threats.
