The State Duma proposed to cancel fines for drivers who forgot their driver's license, vehicle registration certificate (CTC) or CTP policy, if the availability of these valid documents from the motorist can be confirmed using electronic databases. This initiative was made by the leader of the Liberal Democratic Party Leonid Slutsky, who sent an appeal to the Minister of Internal Affairs of the Russian Federation Vladimir Kolokoltsev.
The appeal notes that thanks to the development of digital services and the use of electronic databases, traffic police officers can quickly check the driver's documents without their physical copies.
As the party leader pointed out, the current regulation does not distinguish between intentional violation and ordinary forgetfulness. At the same time, the penalty for forgotten documents is 500 rubles. If it is abolished, it will reduce the burden on conscientious motorists, reduce the number of administrative cases and reduce corruption risks during inspections.
"Unscrupulous traffic police officers often offer to level such incidents on the spot, for a modest fee, but not on an official receipt, but personally in hand, which is categorically unacceptable," TASS quoted the parliamentarian as saying.
On June 8, a bill was submitted to the State Duma, which proposes to compensate for the paid recycling fee for cars for large families.
