On June 8, a bill was submitted to the State Duma, which proposes to compensate for the paid recycling fee for cars for large families. The document is published on the website of the lower house of Parliament.
It is planned to make changes to the federal law "On Production and Consumption Waste", adding a new paragraph to it. It says that citizens who raise three or more children under the age of 18 or under the age of 23 have the right to refund previously paid scrap collection or part of it, provided they study full-time at an educational organization.
It is assumed that the refund of previously paid scrap collection can be carried out exclusively in respect of vehicles that are the personal property of individuals specified in this paragraph. The government may establish additional requirements for the period of ownership of a vehicle, their number, as well as the size of the returned scrap, the document says.
The authors of the bill noted that the introduced scrap tax made it less affordable to purchase many vehicles. The price increase also affected cars positioned by the manufacturer as family cars, due to their size and, as a rule, larger engine capacity.
"It seems that the adoption of this draft law will help to increase the level of social security of large families. In addition, the adoption of this bill may have a positive impact on demographic indicators," the explanatory note says.
Deputy Speaker of the State Duma Anna Kuznetsova announced on June 4 that a new program is being developed in Russia to provide preferential conditions for the purchase of a car for large families. The DEPUTY noted that the new rules for calculating the recycling tax also affected large families, as they often need to use large cars.
