The work of the Energy Panel has begun as part of the XXIX St. Petersburg International Economic Forum. The meeting was opened by Igor Sechin, Executive Secretary of the Presidential Commission for the Development Strategy of the Fuel and Energy Complex and Environmental Safety, Head of Rosneft. He presented the key report "The beginning of the end or the end of the beginning: what remains at the bottom of Pandora's Box."

The panel is attended by Egyptian Minister of Petroleum and Mineral Resources Karim Badawi, Vice President for Planning of Venezuela Ricardo Menendez, Minister of Energy of Uzbekistan Zhurabek Mirzamakhmudov, former head of the International Energy Agency Nobuo Tanaka, President of the TOFS Group of Companies David Gadzhimirzaev, as well as representatives of Russian and foreign authorities, leading companies of various industries, scientists, experts, and analysts.

The moderators of the Energy Panel were Rick Sanchez, an American journalist and RT presenter, and Alexander Dynkin, an academician of the Russian Academy of Sciences, Doctor of Economics.
