The LDPR proposed to tighten the responsibility of collectors for the use of violence

The LDPR proposed to strengthen the criminal liability of collectors for the use of violence, threats and other illegal methods in debt collection, follows from the draft federal law on amendments to art. 1724 of the Criminal Code of the Russian Federation. Izvestia reviewed the relevant edits on June 6.

According to the bill, for actions involving the threat of violence, destruction or damage to property, as well as the dissemination of knowingly false information about the debtor, the minimum fines are proposed to increase from 300-500 thousand rubles to 0.5–1 million rubles. It is also planned to establish minimum terms of imprisonment, forced labor and restrictions on certain types of activities.

For qualified crimes committed by a group of persons by prior agreement or using violence that is not life—threatening, it is proposed to increase the term of imprisonment from 3-7 years to 5-8 years, and the fine from 0.5—1 million rubles to 1-2.5 million rubles. For organized groups or crimes involving violence that is life-threatening, the punishment can reach 8-10 years in prison with a minimum fine of 2.5 million rubles.

"The proposed changes are aimed at ensuring a fair and proportionate criminal legal response of the state to the most dangerous forms of unlawful influence on citizens in debt collection, as well as at strengthening the preventive effect of criminal law in order to prevent such crimes," the developers noted in an explanatory note.

Yaroslav Nilov, chairman of the Committee on Labor, Social Policy and Veterans' Affairs, said on June 5 that the State Duma had proposed obliging State Traffic Police officers to check cars with a disability mark in the registry. According to the parliamentarian, some citizens acquire the sign "Disabled" and use it illegally to occupy parking spaces for the disabled. At the same time, employees of the State Traffic Inspectorate currently have no obligation to check the presence of a car in the register of persons with disabilities if the driver has provided his car with such a sign.
