Putin supports United Russia's position on VAT for small businesses
Russian President Vladimir Putin supported the position of United Russia to review approaches to the payment of value added tax (VAT). The Russian leader proposed postponing the lowering of the revenue threshold for the application of a simplified taxation system for small and medium-sized businesses.
Putin recalled that in 2026, the revenue threshold for applying the simplified taxation system was lowered — now it stands at 20 million rubles. Next year, this threshold is expected to be lowered to 15 million rubles, and a year later — to 10 million rubles.
The Head of State pointed out that this issue had been discussed with the government and the business community.
"I consider it possible to postpone lowering the threshold. I will not name the deadline — the further, probably, the better. I ask the government, together with the deputies of the State Duma, to make the necessary amendments, and I also propose, together with representatives of business associations, to consider preferential and more comfortable conditions for small and medium—sized businesses in the manufacturing sector," the president said at the plenary session of the St. Petersburg International Economic Forum (SPIEF-2026).
The day before, the secretary of the General Council of the party, Vladimir Yakushev, said that during the formation of the National Program, a large number of appeals from representatives of small and medium-sized businesses on this topic were recorded. Yakushev stressed that United Russia considers it necessary to take into account the opinion of entrepreneurs and return to discussing VAT payment rules for those who apply the simplified taxation system.
