Participants of the PSB program for veterans will be able to receive a social contract for starting a business

At SPIEF 2026, the PSB and the Russian Ministry of Economic Development signed a cooperation agreement aimed at supporting participants in a special military operation, combat veterans, military retirees and their family members. The document was signed by Oleg Minaev, First Deputy Chairman of the PSB, and Tatyana Ilyushnikova, Deputy Minister of Economic Development of the Russian Federation.

The agreement expands the opportunities of the participants of the PSB "New Title — Entrepreneur" program, which helps veterans to adapt to a peaceful life after returning from service and start their own business. The program includes distance learning, assistance in choosing a business line, as well as special conditions for launching and conducting entrepreneurial activities.

Now program participants who have completed training and decided on a business idea will be able to sign a social contract and receive a one-time payment (up to 350 thousand rubles) to open their own business.

"The New Entrepreneur Title program, which we launched in partnership with the Ministry of Economic Development just over a year ago, has shown exceptional results in a short period of time: launched as a socially oriented corporate initiative, the program has now become an element of an extensive system of state support measures for veterans of the Armed Forces, military retirees and their family members," he commented Minaev. He stressed that more than 1.6 thousand people have already become participants in the program.

According to Ilyushnikova, the Ministry of Economic Development considers its participants as one of the priority groups for involvement in economic activity. "This is due to the fact that veterans have important qualities for entrepreneurship — responsibility, the ability to take risks and make quick decisions. In addition, the development of their own business can contribute to their more active integration into civil and social life," said the Deputy Minister.
