Gutsan announced the suppression by prosecutors of unjustified fines for businesses

Russian prosecutors are taking measures to protect entrepreneurs from cases of unjustified additional taxes and fines. This was announced on June 5 by Russian Prosecutor General Alexander Gutsan during the session "Improving tools to support bona fide Business and Investment in the new Economic Realities" at the St. Petersburg International Economic Forum (SPIEF).



"Business is adapting to the conditions of increased fiscal burden, limited financial resources, fluctuating demand," Gutsan said.

Gutan sees the task of the department as a combination of targeted assistance mechanisms with the adoption of systemic measures and the formation of law enforcement practices in the interests of a conscientious and responsible business. In the field of finance, efforts are aimed at ensuring the rights of business entities in the implementation of tax and customs control.

"The facts of unjustified additional taxes, penalties and fines, illegal blocking of current accounts, and delaying the repayment of overpaid amounts are being suppressed," the Prosecutor General stressed.

As an example, he cited data for 2025, when, after the intervention of prosecutors, 726 million rubles of excessively collected customs duties were returned to entrepreneurs. Various mandatory contributions create an additional financial burden for companies. Also, at the initiative of the Prosecutor General's Office, the government began work on creating a unified accounting system for non-tax payments.

"We expect that this system will become a source of data on all fees that are subject to mandatory payment, depending on the type of economic activity. Its functionality will allow you to plan upcoming expenses, and most importantly, it will increase the transparency of the mechanism for calculating and collecting contributions," concluded Gutsan.

On June 2, the United Russia Party called for easing the tax regime for small businesses and transparency of any changes in business conditions. Alfiya Kogogina, coordinator of the Entrepreneurship party project and first deputy chairman of the State Duma Committee on Small and Medium-sized Enterprises, pointed out that when preparing new initiatives, it is important to first analyze the effectiveness of existing support tools.
