Megafon and the government of the Arkhangelsk Region have agreed to develop the operator's network in the region. The corresponding agreement was signed by Megafon CEO Khachatur Pombukhchan and Arkhangelsk Region Governor Alexander Tsybulsky at SPIEF 2026.

In particular, this year the operator plans to deploy telecom infrastructure in small and hard-to-reach settlements of the region, along the M-8 highway, as well as in tourist destinations, including Lomonosov's homeland. It is planned to improve coverage using micro base stations. For the M8, the main transport artery of the region, the operator will further expand the LTE signal area by launching more than a dozen new telecom facilities.

The Arkhangelsk Region and Megafon have already implemented a number of joint projects in the field of tourism development. So, last year, the operator provided voice communication and 4G Internet to the Novodvinsk Fortress, an object of cultural heritage of the XVIII century. The plans include the construction of a base station in Lomonosovo, where the famous scientist was born.

According to Khachatur Pombukhchan, the region remains a strategically important territory for the company with significant investment potential. "Today, more than 500 of our base stations operate in Pomerania, which provide communications to 989,000 residents and more than 700,000 tourists. Partnership with the regional government will allow us to synchronize our investments with the priorities of the region and make high—quality communication more accessible," he said.

In turn, Alexander Tsybulsky called the Arkhangelsk region a vast and dynamically developing region, whose needs for modern digital infrastructure are constantly growing. The authorities are ready to develop "partnership with the operator in areas that directly affect people's quality of life, safety, economic development and the availability of modern digital services," the governor stressed.
