The initiative of the State Duma (State Duma) to extend the self-employment regime until 2035 and raise the annual income limit to 3 million rubles will affect only a narrow group of highly paid professionals, Mikhail Provision, founder of the Console platform for the self-employed, said in an interview with Izvestia. For the vast majority of professional income tax payers, the changes will not be critical.

"According to the Console platform, today only about 3% of the self—employed are approaching the current limit of 2.4 million rubles per year," the expert noted, adding that specialists in real estate, construction, website development and psychological counseling most often fall into this category.

In their case, raising the income threshold will still be in demand, he said. The average bill for supporting a real estate transaction is 574.8 thousand rubles, for electrical work — 296 thousand rubles, and for website development — more than 224 thousand rubles.

"Raising the limit for such categories of performers will allow them to maintain their self—employed status for longer without having to change the tax regime," the source said.

A further increase in the number of professional income tax (NAP) payers after 2027 will lead to an increase in tax revenues due to the withdrawal of income from the shadows, rather than reducing the fiscal burden, Provision admitted. According to his forecast, the probability of an increase in the tax rate in this regime remains minimal.
