Moscow topped the rating of public-private partnership among the regions

Moscow has retained its leadership in the rating of public-private partnership (PPP) among Russian regions. This was announced by the mayor of the capital, Sergei Sobyanin, in the Maks messenger.

The rating is formed annually by the Ministry of Economic Development of Russia. When compiling the list, the results of the implementation of public-private partnership projects in previous years are taken into account, among other things.

According to Sobyanin, Moscow has signed 14 concession agreements and PPP agreements in the fields of education, healthcare, transport infrastructure, housing and communal services, hospitality, culture and ecology. The total investment is estimated at 480 billion rubles.

According to the mayor, in 2025, the capital signed four concession agreements with a record investment volume exceeding 333 billion rubles. Three projects provide for the construction and operation of highways: the road from Leningradskoye Highway to 3rd Magistralnaya Street, the highway from Trofimov Street to Sevastopolsky Prospekt and the highway from Novorizhskoye Highway to Odintsovo Northern Bypass.

In addition, since 2017, the Moscow government has signed 36 offset contracts. Private investors will allocate more than 121.8 billion rubles for the development of production facilities, and over 9,000 jobs will be created. In turn, the city will purchase products worth almost 728 billion rubles.

Sobyanin also said that about a third of offset contracts are in the healthcare sector. They are related to the production of medicines and medical devices.
