On June 4, Leonid Slutsky, a State Duma deputy and leader of the Liberal Democratic Party, sent an appeal to Anzor Muzaev, head of the Federal Service for Supervision of Education and Science, raising the issue of respecting the rights of schoolchildren when enrolling in grades 10. The document talks about possible cases of restrictions on the right to receive secondary general education. Izvestia has reviewed the appeal.

"In accordance with Part 3 of Article 5 of the Federal Law on Education in the Russian Federation (hereinafter referred to as the Law on Education), citizens in the Russian Federation are guaranteed universal access and free access to secondary general education, other levels of general education, secondary vocational education, as well as free higher education on a competitive basis," the letter says..

According to Slutsky, today children are actually being squeezed out of high school.: they are denied admission to the 10th grades, hiding behind insufficiently high scores for the OGE or the lack of universal classes. On paper, education in Russia is guaranteed to everyone, but in practice teenagers are sent to technical schools and colleges, ignoring their desire to graduate from high school and go to university. At the same time, students and their parents often do not know where to turn, and are left alone with the problem.

Also, with reference to the legislation, the appeal emphasizes that individual selection for admission to grades 10 is allowed only for specialized or advanced studies and in cases provided for by regional regulations. At the same time, in a number of regions, there are situations when schools refuse to enroll in universal classes, including because of the average score of a certificate or exam results.

The practice of forming mainly specialized classes in the absence of an alternative to continuing education in a universal program is separately indicated.

The document recalls that administrative liability is provided for illegal restriction of the right to education under the Administrative Code of the Russian Federation. In this regard, the authors of the appeal ask Rosobrnadzor to report on the response measures taken, as well as provide data on the number of identified and reviewed cases of such violations.

"In this regard, I ask you, dear Anzor Akhmedovich, to inform us about the measures taken by Rosobrnadzor in the event of information about a possible illegal refusal to enroll in educational programs of secondary general education (in addition to sending such information to the executive bodies of the subjects of the Russian Federation exercising state control (supervision) in the field of education)," — the appeal says.

In addition, information is requested on the practice of holding officials of educational organizations and regional control bodies accountable in cases of refusals to enroll in secondary education programs.

"The Liberal Democratic Party has always advocated for affordable and equal education for all Russian children! We demand that the Federal Service for Supervision of Education and Science provide the Liberal Democratic Party with information on the reaction of the supervisory authorities to the refusals of teenagers to enroll in the 10th grade, the number of cases of administrative responsibility and decisions taken by the courts. Based on the information provided, we will develop appropriate legislative solutions. The Liberal Democratic Party is convinced that Russian education should not become a VIP club and a privilege for the elite," Slutsky said.

The results of a survey conducted by SuperJob on April 24 revealed that engineering, medicine, and IT were the most sought-after professions among Russian graduates this year. According to the survey, 63% of high school graduates plan to enroll in universities, 11% want to continue their studies at colleges and colleges. 56% of ninth-graders are going to college, and another 29% of parents reported that their children have not yet decided.
