Russians can use non-named Troika cards to travel in public transport, but the use of non-discounted tickets is prohibited. This was announced on June 3 by Arina Murashkina, First Deputy Chief of Staff of the Russian Bar Association.

"Such travel tickets as an unnamed Troika card can be transferred to others," the lawyer said in an interview with RIA Novosti.

According to her, the transfer of preferential transport cards is prohibited because they confirm the privilege of a certain person. Murashkina stressed that citizens who presented someone else's discounted ticket are considered stowaways.

The lawyer concluded that the categories of citizens who are eligible for free travel include pensioners, veterans, the disabled, orphans and foster parents, as well as honorary donors. In addition, schoolchildren and students have the right to apply for preferential travel.

Shamil Sultanov, a member of the Russian Bar Association, said on May 29 that owners of suburban and garden plots have the right to hire workers to carry out household chores if the land is used for its intended purpose. According to the lawyer, the legislation does not prohibit hiring specialists for the construction of permitted facilities, home repairs, landscaping, garden maintenance, grass mowing and other household needs.
